You have to extract it first.
winrar will do.
Extract it to a new Directory.
You will find an Installation.txt
and a folder 'il-2....folder'
in the 'il-2....folder you get a MODS folder , and in that the BF109E1 folder.
Copy that BF109E1 folder into your (IL2 Folder)\MODS folder
(the one where your game is installed), that was the easy part.
NOW in the Installation.txt you get vague instructions on files you need to modify.
Open the files for notepad.
They are
air.ini : (IL2-folder)\MODS\STD\com\maddox\il2\objects\air.ini
Copy the following line in installation.txt and add it to the end of your air.ini file.
Bf-109E-1 air.BF_109E1 2 g01 SUMMER
plane_ru.properties : (IL2-folder)\MODS\STD\i18n\plane_ru.properties
Copy the following line from intalltion.txt and paste it to the end of your plane_ru.properties file
Bf-109E-1 Bf-109E-1, 1939
weapons_ru.properties : (IL2-folder)MODS\STD\i18n\weapons_ru.properties
There is FOUR lines you need to copy from installaion.txt to you weapons_ru.properties file.

Then last is your skins folder.
you need a folder (IL2-Folder)\PaintSchemes\Skins\Bf-109E-1
I simply made a copy of my (IL2-Folder)\PaintSchemes\Skins\Bf-109E-4 fodler and renamed it to (IL2-Folder)\PaintSchemes\Skins\Bf-109E-1
