If whoever neutered Sammy knew he was owned by someone, it should not have been done. Too often there are cats wandering around that are not owned and will continuously populate the area. TNR is an attempt to keep the population down. It doesn't sound like Sammy was wearing a collar or was chipped which could have prevented the neutering. And if his owner is so concerned about him, he should be kept inside. Outside there are too many hazzards such as anti freeze, cars, whackos, traps, and people who just want to keep the population down. His owner should be careful about complaining. Some towns or counties have alws about the number of pets a household can hold and licensing laws. This should be a lesson to them as to the kinds of trouble Sammy can get into outside. He should just be kept inside and safe.
