unless there are mandatory s/n laws or mandatory licensing and vaccination laws, or laws about cats not being allowed outdoors, my guess is that this issue falls into property laws, i.e., the cat is owned by this woman, therefore she is in the right, legally. Personally, I'd grab, spay/neuter any stray I found. But this article does show one needs to be careful, if not anonymous, about doing it.
