they should have a collar with a rabies license at a minimum. Otherwise, how would you know a stray from a cat who has a home? You wouldn't know! So I guess you are just supposed to turn a blind eye and all the rescues and TNR groups, too. And how long will it take before cats are running all over the place in swarms.
If a cat shows up on my property (or even public property) with no tags (and no microchip), it's mine if I want it, far as I'm concerned.
