Some cats can't see very well up close so they paw at the water to gauge where it is. That's why it's great to having moving water with a fountain. I know my Leo loses things when they are a couple inches from his face though his nose will kick in to sniff out his treats and he paws on either side of the water dish to get his bearings. Maggie sometimes dips her paw in and drinks, but I think that's just one of her quirks and not a visual thing.
