ok, does he have a lot of plaque buildup, or red gums? or actually a bad tooth?
my vet has advised us, if we are uncertain about health & anesthesia risks, to bring the cat in for them to use a pick to get the tarter off the teeth (no anesthesia, just hold cat - you can learn to do this too. mom now does it here at home), you can get a mouthwash to rinse out his mouth that will help with the gums. you squirt it in along the gumline, the cat makes a lot of yucky faces. Also, a course of Antirobe is good for any infection in the gums.
if there is an actual bad tooth that needs to come out, well then you need anesthesia.
You might try asking your vet about this and seeing what they say. If you really feel he needs a dental, I would do another course of his URI meds to make sure the thign is gone. We've seen cats do the gag-choke-swallow for sinuses and also for URIs.
