I would seek contact with either a reliable funeral home or home, health and hospice. I am sure they must have some idea's on how you can best honor your parent with minimal contact with her brothers.
You are right to want to have a funeral and wake for her that is comfortable to all of you even if you don't want to deal directly with them.
