it would have to be a toss-up between Erik Larsen's tenure and what is happening right now. Despite my mild respect of Busiek, creating an entirely new Aquaman from the surface world when there is still so much to do with Arthur/Orin is not necessary.
PAD was the best thing to happen to Aquaman, in my opinion. He made the character more exciting and complex than ever before, and not just because of the change in appearance, which was the least of what he did. And he got him more attention than ever before.
Oh, and the superfriends. That show marked the character in a way he will possibly NEVER be able to overcome.
