Neptune Perkins was at one time alleged to be Debbie's (Deep Blue) father, Larsen later hinted that Atlan was. Let's just ignore that travesty, okay? Her mother is Tsunami.

Garth's status tends to waffle from writer to writer and editor to editor. The DCU Encyclopedia says that he *was* officially adopted, which is good enough for me. Some will maintain (especially with DC's rather artificial '10 Year Timeline' that there's not enough age difference between Arthur/Orin and Garth to have the roles of adoptive parent and adopted child and portray them as more big/little brother).
