What happened to 94.1 Bourbon, MO KZOC

Anyone know what happened to the new station in Bourbon, MO 94.1 KZOC? A few months ago they applied for a license to cover the construction permit but about 2 weeks later sent the license back for cancellation. Did it ever really sign on and why did they get rid of it?
