I do not believe it was a matter of the officer being on for just four years. More seasoned officers have certainly stepped on it over the years.
I am just really shocked any officer would think it was okay to drink and drive in a marked police vehicle. Really a terrible idea.
Again, I think the order should read "At NO time should an officer drink ANY alcholic beverage at ANY time while using his marked vehicle"
Really Tim, you did not go far enough on this one.
