Dear Mr. Get a life aka disgruntled ex-muni officer,
Unless I read it wrong, I don't believe the original post conveyed any ill will towards municipal departments. I can't speak for the poster but I think the message to be had was one of individual reflection. Maybe you and the like should focus your condemnation on the political factions and internal variables of your city that lead to the desire for them to outsource police services. More often than not, you are your own worst enemy.
