Sadly, few above the rank of maybe Sergeant is concerned about who goes, or who stays.
Dooley, Earls, et al don't care about those things. They see it as the cost of doing business and a by-product of cronyism.
Someone always benefits from this stuff. So if some of the trash companies were hurt by it - who benefited? It's transparent to the guy putting his cans at the end of the driveway. His bills didn't change much.
Probably the ones who contributed to campaigns got the best deal?! Their businesses grew at the expense of the competitors who were cut out.
And that game cost the County MILLIONS. It also cost you better pay, better benefits and it cost some people their jobs !!! Just not the right people.
