Finances wasn't the problem under Clinton, Monica was!!
Clinton started the ball rolling for militant groups to target US forces and made us vulnerable to attacks.
9-11 set the stage for panic & economic turmoil with lost confidence in travel, overseas trade and security overall. Bush got dealt the bad hand, and he had to struggle up hill for the rest of his administration. Why haven't we done anything about oil prices? Obama wants to wreck the economy so he can show cause for more government control....At least Bush was assertive and didn't sell our constitution to the UN!!
