We have been using skype for the last few years from mexico, as we live here full time. We do not have a credit card with a Canadian or US address and have no trouble putting credit on our skype account. Have you emailed skype and asked for a solution to your credit card problem? They may have a solution for you so you can use skype. It is the greatest thing since sliced bread! Good Luck!
