Yes, they have computer enforced rules about the use of credit cards. There is no person employed to explain or walk you through the process.

When I have tried to add to my account, I did have trouble because my Visa Card computer thought it was too unusual. I got an email from Skype immediately to reassure me that the unsuccessful billing attempt would not be retried.

My impression is that your $10 credit is not floating around anywhere.

There are other options including PayPal.
