There are many buses than run on a schedule and they do run on time.

In this instance, I believe you are speaking of the Pacifico Bus Line between the Puerto Vallarta terminal and La Peñita. The frequency is such that a schedule is not needed, nor are reservations. You never have to wait more than 30 minutes for one of these buses. You just show up, buy a ticket and take the next bus. Often, as soon as you buy your ticket, the bus is ready or nearly ready to board. How would you improve on this system with other-than Mexican Logic?
