Apparently there is a new requirement. You now must apply together with either a husband/wife or another blood relative that also lives full time in Mexico. For renews that shouldn't come into effect, just for new applications. Also if you don't use it within the first 6 months, you will be taken off. so it wouldn't work if you plan on being out of the country for the summer after applying.
