I used to think that the connection to the Scarlet Witch and Vision was a trick regarding Billy and Tommy's lineage. And that maybe they are techincally Scarlet Witch and Wonder Man's "children", given that Wonder Man's DNA was used in Vision's creation. So perhaps she used her powers to create them from strands of his DNA and they simply wound up with the powers they have, as a form of subconscious wish fullfillment to carry on her family's connection. I dunno.
