No, they are not. We have seen that is not true in past Skrull stories, when the Skrulls temporarily lost their shape-shifting powers. A male Skrull was trapped in a female form, and was not at all happy about it. His lover was unwilling to accept him in a female form.
Gender DOES matter to the Skrulls. The reason it doesn't matter to Xavin is because he still gets what he wants. He is a male who is attracted to females. His betrothed is a female who is attracted to females. By becoming female, he is able to be with the woman he wants. I doubt that Xavin would be so accomodating if he had to turn into a female in order to mate with Chase.

Or a testament that Xavin is lying in order to make Karolina more comfortable. We know that gender and sexual orientation matters to Skrulls, because we have seen other Skrulls care about such matters. *Maybe* Xavin doesn't care--but that is NOT true of all Skrulls in general.
