this is how i see it
if the public wants heroes registered then thats the way it should be, but as heroes
otherwise you'll have the exact same thing that ultimates 2 was, and that lead to the hole team quiting (i think)
if registration ment nothing mre then yur name on file somewhere and needing training to get a licence thats fine
yur soldiers
and in the sence of initiative
yur being drafted, not trained
