I guarantee you that Slott knows all about Slapstick, and he's putting him in a minor prominent role in Initiative just as a joke. Personally, I find it really funny that Slaps would be in the army. I mean, they haven't shown him in battle yet, but can you picture him standing there with his giant hammer, next to someone like Gauntlet?
Trust me... Slapstick could have been left in obscurity but Slott pulled him out of it as a joke.
