Because the X-MEN are exempt from the registration act. They were registered under a different act after house of M. So they were never forced to Register. Not to mention Emma Frost and Cyclops both warned ironman he would have another war on his hands if he tried to get them involved in their war. In Emmas mind the other heroes didnt care enough to help them when they needed it, so they see no reason why they should halp the other heroes. Not to Mention the X-MEN in EVERY book are dealing with problems way bigger then anyone else in any marvel book.
