Yes, well people gotta do what people gotta do I suppose.
But, you tell me what do you think the "right thing" would be to do.
At random googling, from the US Chess Federation site, in discussing tournaments:
"For foreign players with multiple ratings (USCF, FIDE, CFC, FQE, other foreign), the highest of the ratings (plus possible adjustment points) is used, unless otherwise announced."
We could debate back and forth what people can do to bend rules...but, to me it comes down to what is the "right thing" to do, what is the fair thing to do.
If it is important to you, for example, to have your child win the U1200 section, when his/her actual strength is over 1500, then have at it and fill your boots!
This reminds me of the Seinfeld episode where Kramer joined a Martial Arts class. He was the best in the class and able to beat any and all comers. Well, this over 200 lbs, 6 ft plus man was toppling any and all comers in a kids' beginners class where all the kids were half his size!
