The CFC contract with the Business Manager, 1973 to 1984, was similar. I'd even venture that the FQE approach was modeled on the (then) successful CFC model, the Pugi plan.
We saw a partial return to the incentive / payment for work done model in the RFP, but I am not aware of the results. Often the genie can't be put back in the bottle.
