Brief answer: most savings involved with "teaming" with the US would involve combining the two countries into one Zone. That is a non-starter so far as the USCF is concerned.
Also, the USCF is having its own buffet of problems. Might be better to try to ally with a successful national federation. Sorry, I don't have a definitive suggestion, but one might investigate Iceland. Or Turkey.
