Did the Anglophones (the Family Compact) not dominate Quebec for many decades? Or have I read the history of Quebec all wrong. For example, was Pierre Trudeau's father not a gas station owner because non-consumer business was effectively bared to Francophones? Areas such as banking & high finance. Was the battle over French language rights not a result of the dominance of English in Quebec, before the PQ passed their bills re French language rights, which also lead to official bilingualism act?
