To answer your queries, most of the 35mm film work, especially DV to film tansfer in India takes place in Mumbai (Bombay) and Chennai (Madras), where you will get the cheapest rental rates too. 35mm raw stock is a bit expensive here, though I will be able to give you the exact rates in a day or two.
