I guess you need to start with the people that elected the officers of the Wilts FA, which are the clubs that are affiliated to the Wilts FA.
But as each officer only comes up for re-election every 5 years or so it could take along time to instigate any significate change.
They've got it pretty well tied up amongst themselves.
I don't know what would be needed to get changes in the constitution I guess support from
