Only two clubs in the Toolstation Western League - Truro City and Dawlish Town - have applied to join the British Gas Business Southern League Division One South & West next season.
Truro are hot favourites to win the Premier Division, but both must finish in the top two to be promoted.
However, Truro`s application is causing concern among member clubs. John Eastment, vice-chairman of the Southern League, said: "Truro`s impending promotion is causing a great deal of anxiety, particularly in regard to the extra travelling involved for clubs."
