I think this could be a good idea as feel Step 6 has no structure if look at Hellenic they seem to have it right with 2 leagues at Step 6 feeding into their Premier League and having an East/West divide helps those member clubs with travelling expences. The Combined Counties League could have 2 divisions below covering say Surrey and Middlesex.
If either the Kent or Essex Leagues went from Step 5 then they could feed the remainder so say the League at Step 5 is called Athenian with step 6 Olympian (Essex) League and Invicta (Kent) League feeding into it.
I would love to see some old league names coming back like Athenian, Delphian, Chiltonian, Corinthian and Olympian leagues.
I feel County named Leagues should be kept at Step 7 like already have North Berks which should feed into the Hellenic West and East Berks which in turn should feed into the Hellenic East along with the Oxfordshire Senior League (Hellenic West) and Reading Senior League (Hellenic East). This way the Step 5 leagues would know where their boundaries lay from the County Leagues feeding into them ie Hellenic = Oxfordshire/Berkshire, Spartan South Mid = Buckinghamshire/Bedfordshire, Combined Counties = Middlesex/Surrey and poss.Hampshire. etc etc
This may also help get balance right at top end where the North/South divide is set at Step 2.
