The Hellenic League have got to be careful they can't have too many more Winterbourne situations otherwise they will be running short of numbers. Winterbourne are the second club to go from the Hellenic to the Western League once they had gained the correct ground gradings, Hallen being the other. The problem is the area the Hellenic covers tends to be fluid but does tend to overlap other step five leagues. Due to it's central location it has borders with more step five leagues then any other league (Midland Alliance, UCL, SML, CoCo, Wessex and Western) if all of these leagues (and their feeders) were short one season and decided to "borrow" from the Hellenic we would end up with more or less Oxford, Swindon and North Berks League League.
Added to that the Hellenic covers one of the areas where planning permission for lights, stands and even rails & dug-outs can be a problem, looking at the step 7 feeders there are not many clubs with the facilites or chances of getting them due planning problems restrictions / issues ready to step up. By all accounts quite a few of these clubs (along with a few non floodlit current members) have the money and or the grants available but just can't get the planning permission to upgrade their grounds
