Looking for info on choosing a Cosmetic Dentist?

i am 18 and am looking to whiten my very yellow teeth and fix my badly fixed front fillings in a cheap and fast manner. i would need to save money up to do this procedure and was wondering what would be the best procedure for me? about half of my front tooth is a filling.
