Have you considered consulting another dentist? Doing so would help you discern whether your current dentist is refusing to do it for professional/philosophical reasons . . . because s/he dos not consider you a suitable candidate . . . or because s/he lacks the required skills. An experienced cosmetic dentist might have another opinion. If so, personally, I still would invest in an additional professional opinion to be sure the project was doable and wise — and also try to speak with former patients of the dentist I trusted most to find out how satisfied they were with their results. If that path does not lead you to your goal and you are determined to plump up that lip area, you also could consult another type of specialist (e.g., a plastic or maxillofacial surgeon). Although those specialties might be "overkill" for your situation, hopefully a reputable caregiver would tell you that; but they also might be able to provide the look you're seeking.
