    Hi,
    I would second cs's comment in seeking another opinion.

    Whereas it is possible to bring the front teeth forward to help "pop out" the upper lip, you can run into a terrible overbit problem if you are not a suitable candidate. Also, having the front teeth brought forward will flatten out the top lip when you smile giving a "puffy lip" appearance.

    A good cosmetic dentist, as cs has stated, is probably your best bet to find if it is even possible without creating even worse cosmetic problems. Plastic surgeons, as cs has stated, may be overkill as their solution is usually to shorten the upper lip with an incision near the nose.

    Have you asked the dentist you are dealing with exactly why he can't accomplish your request?
    As cs stated, he/she may have good sound reasons.
