I would continue with the complaint.
It sounds like the dentist is trying to
intimidate you. And thereby cause you
to be in fear and cancel your complaint.
My daddy always said, as long as you are
telling the truth, you have nothing to be
afraid of.
You are following the correct procedure.
Perhaps he would be willing to reconsider
and respond to your original certified letter
now.
