Looking for info on choosing a Cosmetic Dentist?

Bad Teeth

I am hoping to find out some options for people with no dental insurance and very little money(at least that can be paid up-front before getting treatment). My fiance's teeth are brown from years of cigarettes etc., and, they are jagged and separated because some teeth never grew in. He is 56 and we want to find help but cannot afford most things we have read about. He is a Veteran and the VA doesn't cover what he needs done because it is not related to his "service" they say. Any feedback will be appreciated. We do know we can do the whitening ourselves but his teeth need more than just cosmetics. thank you, Denise
