Looking for info on choosing a Cosmetic Dentist?

I have a daughter who is 24 and has suffered from a genetic desease. all the time from she got her adult teeth she had to go to the dentist often to try to keep the teeth going.
At 19 there were so much pain and the enamel had cracked much and the bone was attacked so she had to have all teeth pulled.
She had to have parts of the bone grinded down to healthy bone and that made her gums to be low. After a year she did not have much gums left in the lower and a very low gum on the uppers so dentures became a problem with moving.
Now the lower gum is more or less concave and my question is what can be done to make it possible for her to have dentures without gross problems.
Her dentist where she live told her that there is not enough bone left for implants and that was a big dissapointment for her as she do not wear her lowers at the moment.
Do anybody know of any treatment that can help her.
It is sad to see her suffer and when she do not wear her uppers she is terrifically caved in and has difficult in talking, but she say she has to go without for periods of the day as she feel that her gums are stressed by the upper denture.
