Hip Testing/ NCL yes or No?

Do you do these tests on your yard and if yes to hips do you do OFA or PennHip? Do you do NCL even if the Dam & Sire were tested? If you don't do them what are your reasons for not?? I ask because I know some Breeders feel these tests are not nessacary unless there are problems in the lines somewhere? Then I hear breeders that will not breed without testing
