It's a momentary on switch that only makes contact when it's pushed in. The switches on mine have given me trouble since I bought it back 7 years ago. I sent it to Discovery once and they put new switches in but a couple of months later the menu switch stopped working again and the others were sticky. Since then I've been able to get it working, and keep them working, by spraying contact cleaner in them and pushing them several times. I was going to put micro toggle switches on mine, probably have to before long as the Menu switch on mine is giving me problems now.
