The batteries checked 12.3 volts at the on/off switch, and 12.1 volts on the circuit board. I did get it to balance less negative by adjusting the pot on the board that feeds the 10 turn ground balance pot. It's still too negative, but I tried it in my yard and it seems to be close enough to be usable without excessive falsing.
