Anyone know the origins of this "tribute" track

Supposedly recorded "live at the Heyward's Heath Bowl'... What is this Franks's tribute track all about? Was it commercially released? Surely, not live at all? Anyone know the background story or, indeed, if the back know of its existence? The middle bit is reminiscent of 'Happy Busman' somehow
