we have several ponies here who were starved at some point or anouther. you can safely feed her 4lbs twice a day. as long as there is at least 12 hrs between each feeding. i would concider haveing the vet tube worm her. she is very underweight and does have a wormy look about her. after that start her on digest aid it will help her utilize her feed better. lots of hay and grass for her too. keep a mineral block and fresh water to her ata all times. she will start to come around soon. give her 2 - 3 months and she should be looking pretty darn good. i use kent feed called success and its been a super feed for my ponies and arabians.
