These ponies are extremely people oriented, seek attention from passersby, are gentle with children, sane and quiet when handled. I cannot speak for ALL welaras, of course, as there are variants within every breed, but most owners/breeders I have spoken with tell me theirs have been used in some sort of lesson program, or were their own first horse. I recommend you visit a breeder, and try one or more out. It is a wonderful pony, having such versatile breeds as the Welsh and the Arabian in its foundation.
