If you have a pony and no history to go with her, it is very difficult to track down the papers. By color and markings alone it is almost impossible. They do do DNA on all ponies registered in the last 10+ years so there might be a chance there. You would have to contact the Welsh Pony and Cob Society of America site and ask them.
If you have any idea of who owned her previously, what her name is, if she is reportedly registered, who her sire or dam might be, you have a better chance. Many times ponies are sold with papers and the papers are never transfered. People just don't want to take the time or money to do it as they feel that the pony has "papers" and thats all it takes. I would start researching her previous owners. Find out where she came from if you can.
The WPCSA is very good a record keeping and stud reports must be filed on every pony bred.
