Another point here is that number of federal/advocacy lawsuits that have been filed against the "large institutions" during the past decade. In many states a tremendous amount of funds have been utilized to upgrade services. That kind of PR is just not good. There appear to be fewer federal/advocacy lawsuits in community settings does this "relative" lack of lawsuits tell us anything? Are lawsuits really the only way to inspire quality?
