Is "reverse integration" a good idea?

The July 3 edition of the Globe and Mail featured a story about a kindergarten program that brings children without disabilities into a special education environment -- a concept known as "reverse integration". What do you think about this idea? If you have seen it in action, what were the pros and cons?
