I was just curious why you thought that kids or adults with severe physical disabilities are not allowed to participate in the "Paralympics" (this is the correct way to spell the International Games). I just came back from the Paralympics that was held in Greece 2 weeks after the Olympics and there were many athletes there with severe physical disabilities. There are several sports that they compete in. There is also the World CP games that involves hundreds of athletes with severe physical disabilities. The world CP games are actually being held this year in the US. There are in the summer in New London, Connecticut. I think if you do a search for NDSA, you will find some more information. That is the new CP organization in the US. This organization is not just for CP anymore, that is why they changed their name. They include athletes that have disabilities such as a stroke, head injury, or other types of disability that do not necessarily fall under wheelchair sports USA (WSUSA).
