Final thought: when you take away a group of people's right to be held fully responsible for their actions - what other rights are you taking away?

Coming from a country which does not carry out executions for crimes, I may be underqualified to comment. However, I think it is important that people with learning disabilities (uk term for mental retardation)must never been seen as "functionally children" as was mentioned in an earlier posting on this board. Each case should be judged on its own merits - I'm sure that for a murder to be pre-meditated (first degree?)there has to be proof that the murderer planned to kill someone and understood what killing a person means.
