October 28 article on "Choice" program in Washington

I would like more information regarding the "Choice" program in Washington. While it sounds interesting the examples that I have seen in Michigan that resemble this program do not always measure up. When people are given choices here it is rare that the choice can cost more than what the person is already spending. So if a person wants to move from one service provider to another it can not be done when the cost increases.
